Give some credit where it's due: this occurred on Bill Clinton's watch, and under the auspices of the Clean Air Act forced on George H.W. Bush by Congressional Democrats. On the other hand, it happened without anything more radical, much to the undoubted chagrin of the Gores and Naders of the world.
