Government regulation - The role of an official authority in regulating a separate authority.
Checks and balances - the concept whereby separate agencies can offer balancing correctional authority over the other

So I can see why conservatives make fun of Pelosi. Introducing a concept foreign to them. Mr. Madison would be proud.

What does the existing intelligence committee do if not "examine the administration's intelligence budget and to make sure the money is being spent properly."?

That's supposed to be the base function of the House - spending. I don't see why they'd need a new committee to do this.

Whatever though. Our intelligence apparatus seems to be leaking like a sieve already so I dunno what difference it would make.
