I designed something kind of like that in the mid-70s, when i was studying in Rome. A rotating tower in the middle of the Tiber (for a hotel). Problem was, like the link you have, it looked too much like….well, you can guess. Of course, I had a dome for a meeting center at the base (and didn’t realize until after I drew it up what I did).
